Andrea is the founding partner of Hulbert Volio Abogados in Costa Rica, a boutique law firm specializing in conflict resolution of complex national and international cases. With over 30 years of practice, she mainly works as an international arbitrator. She has vast experience in commercial contracts, PPPs, construction, energy, TMT, M&A, foreign investment, and others, mainly in Latin America and the United States. She also has relevant practice in international mediation, adjudication (dispute boards), and international judicial cooperation.

She is a suitable professional for Tribunals Chair (the presiding arbitrator) in cases under trade agreements when the EU is a party (European Commission); a Councillor of the LCIA Latin American and Caribbean Users’ Council; a Member of the Chartered Institute of Arbitrators (London); a Council member of the Institute of World Business Law (ICC Institute); former President of the Commission on Arbitration and ADR of the ICC Costa Rica; a member of the Global Commission on Arbitration and ADR of ICC; and Professor international arbitration in The University Francisco Marroquín in Guatemala.

  • April, 1995 – 2002: Assistant Magistrate of the Third Criminal Chamber, Criminal Judge of Alajuela and Counsel of the Constitutional Chamber of the Supreme Court of Justice.
  • April, 1995 – 1996: Coordinator of the Technical Secretariat of the Inter-institutional Forum for Updating Costa Rican Legislation. In this forum, the following draft laws were drawn up: Criminal Code, Criminal Procedure Code and Criminal Enforcement Law.
